  • To support Joombarn-buru members who own a business, Joombarn-buru Aboriginal Corporation (JBAC) has developed a JBAC Member Business Register. This Register will allow JBAC to efficiently connect member businesses with local businesses and identify potential subcontracting and procurement opportunities (i.e. with Kimberley Mineral Sands).

    If you're a JBAC Member and have a business, we encourage you to register your details.

    What the JBAC Business Register offers:

    • Promoting Your Business: Registered businesses will feature on our website and may be promoted to stakeholders seeking to engage Aboriginal-owned businesses.

    • Connecting Opportunities: We may share potential subcontracting or partnership opportunities with registered businesses when they arise.

    Please note:

    • Registering your business does not guarantee work or contracts through JBAC and/or other organisations.

    • JBAC will not be involved in commercial negotiations between businesses and their clients or contractors. These remain the responsibility of the business owner.

    • JBAC accepts no liability for any loss or damage arising from inclusion on the Register or from dealings between registered businesses and third parties.

    • Any concerns or disputes between a business and its clients must be resolved directly.

    • JBAC retains the right to determine business eligibility for inclusion on the Register.

    • Registration is free, and there are no ongoing fees.

    • If your JBAC Membership ends, your business will be removed from the Register.

    • All businesses listed are expected to act in good faith and respect confidentiality and commercial-in-confidence expectations.

  • 1.      Purpose and Intent

    This guideline provides a consistent framework for recognising and classifying businesses associated with the Joombarn-buru Aboriginal Corporation (JBAC).

    It aims to:

    • Support the growth and visibility of Traditional Owner enterprises;

    • Encourage partnerships that generate economic opportunities for JBAC members; and

    • Ensure that all business engagements align with JBAC’s values of cultural integrity, self-determination, and community benefit.

    2.      Scope and Application

    This policy applies to all business entities, joint ventures, contractors, and partnerships seeking to operate, collaborate, or receive recognition under JBAC programs, procurement, or investment activities.

    The classification assists JBAC to prioritise procurement, mentoring, and business development support for Traditional Owner–linked enterprises.

    3.      Traditional Owner (TO) Business

    A Traditional Owner Business is defined as a business that is at least 50% owned and controlled by a registered JBAC member or group of members.

    To qualify as a TO Business under JBAC’s framework, the enterprise must:

    Ownership:

    • One or more JBAC Members collectively own 50% or more of the business.

    • Control and Benefit:

    • Traditional Owner members actively participate in decision-making and management; and

    • The economic and social benefits of the business primarily flow to JBAC members and their families.

    Verification:

    • Evidence of ownership and control (e.g. ASIC registration, partnership agreement, or statutory declaration) must be provided; and

    • Recognition is subject to JBAC’s confirmation of member ownership and operational alignment.

    4.      JBAC-Supported Business

    A JBAC-Supported Business refers to an enterprise that is not majority-owned by JBAC members, but demonstrates a genuine partnership or collaboration with Traditional Owners and contributes to local employment, training, or community outcomes.

    To qualify as a JBAC-Supported Business, the enterprise must meet one or more of the following criteria:

    Partnership or Joint Venture:

    • The business is engaged in a formal partnership, subcontract, or joint venture with a Traditional Owner Business or JBAC.

    • Traditional Owners hold a meaningful equity share (less than 50%) or have a defined role in project delivery.

    Employment and Capacity Building:

    • Demonstrates clear commitments to employing, training, or mentoring JBAC members or other local Aboriginal people.

    Cultural and Community Contribution:

    • Actively supports JBAC’s objectives of cultural governance, sustainable development, and community benefit.

    Verification:

    Evidence of partnership arrangements or employment outcomes must be provided for recognition and reporting purposes.

    Administration

    JBAC reserves the right to verify documentation, request additional evidence, or revoke recognition if eligibility criteria are no longer met.

    Recognised Traditional Owner Businesses and JBAC-Supported Businesses may be listed in JBAC’s Business Directory, procurement database, or related promotional material, subject to consent.
